Abstract:	Glokalizacija virov ogrožanja družb in sistemov ni nekaj na kar naj bi bila Slovenska vojska imuna. Spekter in dinamika kriz dviguje tempo ogrožanja. Sposobnost obrambe in preživetja je odvisno od pravočasnih in pravilnih reakcij, te pa od pravočasnih, pravilnih in dovolj zgodnjih opozoril. Njih zagotavlja sistem zgodnjega opozarjanja, ki deluje po osnovni logiki, da se okolja pred krizo oziroma okolja z naraščajočo ogroženostjo vedejo značilno drugače. Gre za vzorec tipičnega in sistematičnega ponavljanja, ki ga sistem zgodnjega opozarjanja prepozna, analizira, ovrednoti in kot napoved nadaljnjih dogodkov poda pripravljavcem obrambnih ukrepov. Potrebnost takšnega sistema dokazuje preprosto dejstvo, da ga imajo biološko vgrajenega vsa naravna bitja. Brez njega ni preživetja. Kaj pa Slovenska vojska? Ta takšnega sistema nima, zato je odvisna od informacij od zunaj, le-te pa dostikrat niso v skladu s potrebami Slovenske vojske. Naloga pojasnjuje sistem zgodnjega opozarjanja, način, metode in tehnike delovanja sistema, njegove prednosti in slabosti, predvsem pa podaja oceno nujnosti oblikovanja sistema zgodnjega opozarjanja na nacionalni ali obrambni ravni, v katerem bo aktivno sodelovala tudi Slovenska vojska.

The need for such a system demonstrates the simple fact that they have biologically built all natural beings. Without it, there is no survival. And how it is regulated in the Slovenian Armed Forces? SAF had no such a system, therefore, depends on the information from the outside and they are often not in line with the needs of the Slovenian Armed Forces. The task explaining the early warning system, methods and techniques of the system, its advantages and disadvantages and provides an assessment of the necessity of such a system for SAF.
