Title:	Linija vodenja in poveljevanja v sistemu nadzora in kontrole zračnega prostora : zaključna naloga

Abstract:	Naloga obravnava sistem nadzora in kontrole zračnega prostora Republike Slovenije, kjer je podrobneje predstavljena linija vodenja in poveljevanja v tem sistemu. V začetku naloge so predstavljene nacionalne pravne podlage za izvajanje nadzora in kontrole zračnega prostora RS. Predstavljeni so tudi dokumenti zveze NATO. Z analizo Natovih predpisov in nacionalne zakonodaje, naloga prikaže določena neskladja in pomankljivosti nacionalnih dokumentov. Med drugim tudi neskladja in pomanjkanje predpisov, ki določajo delovanje v zračnem prostoru, vezanih na predpise zveze NATO. V nalogi želim poudariti odgovornost Slovenije do suverenosti pri izvajanju nadzora in kontrole zračnega prostora RS ter podrobneje opisati linijo vodenja in poveljevanja v sistemu nadzora in kontrole zračnega prostora na taktičnem in operativnem nivoju. V zaključku naloge so predstavljene ugotovitve, ki sem jih spoznal preko raziskovanja tematike, sledijo tudi predlogi za izboljšavo na tem področju. Cilj raziskovalne naloge je natančno in predvsem uporabno ter v skladu z že veljavnimi direktivami, dokumenti in navodili opisati linijo vodenja in poveljevanja v sistemu nadzora in kontrole zračnega prostora tako, kot jo s svojim strokovnim znanjem in izkušnjami vidim.

Title:	Command and control in air surveillance and control system
Abstract:	This research explores issues in the implementation of surveillance and control of the airspace of the Republic of Slovenia. At the beginning of tasks presents national legal basis for surveillance and control of airspace in Republic Slovenia. It also presents the documents of NATO. By analyzing the NATO regulations and legislation, the task displays certain inconsistencies and deficiencies of the national documents. Among other things, inconsistencies and lack of regulations governing the operation of the air space in connection with NATO documents. In the graduation thesis I wish to emphasize the responsibility of the sovereignty of Slovenia in the implementation of surveillance and control of airspace in the RS and explained the line of command and control in the system of surveillance and control of airspace in the tactical and operational level. The findings are presented in conclusion which I have learned through research themes, followed by suggestions for improvement. The aim of research is particularly useful and accurate under the already existing directives, instructions and documents to describe the line of command and control in the system of surveillance and control of airspace with my expert knowledge and experience.
