Abstract:Za spremenjeno varnostno okolje je značilna kompleksnost ogrožanja varnosti, ki se kaže predvsem v prepletanju vojaških in nevojaških groženj, preraščanju nacionalne varnosti v mednarodno in nasprotno, povečanju povezanosti in odgovornosti med subjekti zagotavljanja varnosti, kot so država, meddržavne in naddržavne ter nevladne organizacije in mednarodne korporacije. Instrumenti in mehanizmi zagotavljanja varnosti postajajo zapleteni, povezujejo pa se v sistem na ravni države in tudi mednarodne skupnosti. Spremembe v varnostnem okolju, novi izzivi nacionalni varnosti, postmoderne težnje razvitih industrijskih držav ter zmanjšanje in profesionalizacija nacionalnih armad vodijo k integraciji obrambnostrateških struktur. Glavni cilji integracije so zmanjšanje hierarhičnih ravni, racionalizacija ter zanesljivejši vojaški nasvet. Prihodnja organiziranost strateške ravni Ministrstva za obrambo naj bo taka, da bo sposobna uresničevati načelo zagotavljanja ustrezne podpore za čim učinkovitejša razvoj in delovanje Slovenske vojske, skladno s standardi Nata.

Abstract:Complexity of threat to security today is evident in changing security environment nowadays. We can see the proof for that, as overlap of military and nonmilitary threats of security, in overgrown of national security in to international security and vice versa, in higher level of connections and responsibility between subjects who maintain security (as state and interstate organizations, international organizations, NGO and international corporations). Instruments and mechanisms which ensure security are more and more complex and complicated, so because of that, they both are joined together on the level of state and international community. Changes in international environment, new challenges of national security, postmodern trends of western industrial countries, decreasing and professionalization of national armies, have an influence on integration process of strategic defence structures. Basic goals of that integration are to achieve the decreasing level of hierarchy, and more rational and credible military advice. In the near future the strategic level of MOD has to be organized on the way, that will be capable to conduct all basic principles of providing appropriate support in order to achieve maximize efficiency of SAF development in accordance with NATO standards.
