Title:Prenova vojaških letalskih predpisov kot posledica transformacije zaradi načrtovanega uvajanja nove zmogljivosti brezpilotnih letalnikov v SV : zaključna naloga

Abstract:Slovenska vojska že dalj časa namerava v operativno uporabo uvesti brezpilotne letalnike. Odločitev za uvedbo in uporabo brezpilotnih letal kratkega dosega je bila prvič opredeljena v Srednjeročnem obrambnem programu 2005 - 2010 (SOPR, št. 802-00- 1/2004-89, z dne 22. 6. 2005). Dokument je med drugim opredeljeval začetek priprave razvojnih dokumentov in začetek opremljanja enote z brezpilotnimi letali v letu 2005 ter uvedbo letal v operativno uporabo v letu 2009. SOPR 2007-2012 (št. 803-2/2006 -58, z dne 27. 11. 2006) je rok za vzpostavitev zmogljivosti brezpilotnih letal za potrebe izvidovanja in nadzora iz zraka zamaknil do konca leta 2012. Vendar je bil program brezpilotnih letal v letu 2009 s sklepom ministrice za obrambo ukinjen. Nakup brezpilotnih letal za potrebe vzpostavitve zmogljivosti taktičnega izvidovanja in opazovanja iz zraka ter prenosa podatkov v realnem času tako ni bil izvršen. Uporaba brezpilotnih letalnikov je s programom transformacije SV zopet prišla v ospredje leta 2012. Za uvedbo letalnikov v operativno uporabo pa ni dovolj le nakup, ki bi izpolnjeval zahteve po izpolnjevanju ustreznih taktično tehničnih zmogljivosti, temveč tudi pravna opredelitev brezpilotnih letalnikov, ter izdelava ustreznih pravnih aktov s tega področja. Z navedenimi akti bo potrebno normativno pravno določiti postopke za zagotovitev varnosti letenja oz. uporabe brezpilotnih letalnikov vskladu z zakonodajo. Skladno z Zakonom o letalstvu (Uradni list RS, št. 81/2010-UPB4) mora namreč vsak letalnik za letenje v slovenskem zračnem prostoru izpolnjevati pogoje za varno letenje in pridobiti dovoljenje ustreznega organa. V ta namen bo v zaključni nalogi predstavljena problematika prenove, oziroma izdelave slovenskih vojaških letalskih predpisov,ki določajo proces certifikacije, letalnostne zahteve in vzdrževanje brezpilotnih letalnikov.

Abstract:The Slovenian Armed Forces has been intending to introduce the unmanned aerialvehicles (UAV) into operational use in their long term plans. The decision of introducing the short-range UAV was first identified in the Medium-Term Defense Program 2005 - 2010, No. 802-00-1/2004-89 of June 22nd, 2005. The program defines the beginning of the development of the appropriate documents. According to the mentioned program the military unit should receivethe first UAV in 2005. The introduction of UAV into operational use wasplanned for 2009. The Medium-Term Defense Program 2007-2012, No. 803- 2/2006 -58 of November 27th, 2006, moved the deadline for building the capability of reconnaissance and surveillance of unmanned aircraft to the end of 2012. However, the UAV program was cancelled by the decision of the Minister of Defense in 2009. That is why the purchase of UAV for the purpose of building tactical reconnaissance and observation from the air was not executed. The use of UAV came again to the force by transformation of Slovenian Armed Forces in 2012. To introduce UAV into operational use, the aircraft should meet the appropriate tactical and technical capabilities. Besides, the legal definition of the unmanned aircraft and coordination with the appropriate legislation must be set. With all those acts the appropriated procedures should be established. These procedures will ensure the safety of UAV flight in accordance to the Slovenian national law. In accordance to the paragraph 10 of the Aviation Act (Official Gazette of RS, No. 81/2010-UPB4) it is required that each aircraft flying in Slovenian airspace should meet the safety standards and obtain the permission from the relevant authority. This work presents an issue of renovation and construction of Slovenian military aviation regulations, with an emphasis on the rules that define the process of certification, airworthiness and maintenance of UAV.
