Abstract:Izobraževanje in usposabljanje je ključ do uspeha vsake organizacije. Brez potrebnega znanja, s katerim uveljavimo prednosti, prav tako pa tudi zmanjšamo pomanjkljivosti vojaške organizacije v primerjavi z nasprotnikom, ne moremo doseči uspeha. Vojaško izobraževanje in usposabljanje se je v procesu oblikovanja Slovenske vojske spreminjalo in nadgrajevalo. Temelji, ki segajo v čas Teritorialne obrambe so po osamosvojitveni vojni postali osnova za graditev sistema, ki je zagotavljal usposobljen kader za vojsko, ki je temeljila na naborniškem principu popolnjevanja in katere glavnino je tvorila rezervna sestava. Z vstopom Republike Slovenije v mednarodne varnostne povezave in prehodom na poklicno vojsko, dopolnjeno s pogodbeno rezervo, pa je bilo potrebno spremeniti tudi sistem VIU. Te spremembe so povezane z javnim izobraževalnim sistemom, saj si v tako majhni vojski in ob omejenih virih ni mogoče zamišljati lastnega, samo za potrebe Slovenske vojske delujočega sistema izobraževanja in usposabljanja. Vsak sistem je potrebno ocenjevati in ugotavljati njegovo primernost s stališča podpiranja organizacije in njenih ciljev. Ker je cilj Slovenske vojske postati majhna, visoko specializirana in vrhunsko usposobljena in izurjena organizacija, je nujno oblikovanje izhodišč in meril, ki so podlaga za njeno delovanje. Ta merila so nacionalne poklicne kvalifikacije, ki so osnova za strokovno opravljanje poklicnega dela v SV in za enakovreden nastop z drugimi poklici na trgu delovne sile. V sistemu VIU morajo posamezniki pridobiti poklicne kvalifikacije in s tem osnovo za uspešnost Slovenske vojske kot celote.

Language:EnglishAbstract:Educating and training is the key to every successful organization. Proper knowledge enables advantages to be put into force and imperfections of military organization be reduced therefore success cannot be obtained without it. Military education and training were changing and upgrading in the process of establishing the Slovenian Armed Forces (SAF). After the liberation war the so called Territorial Defence laid down the foundations for building up the system which supplied skilled military forces based on recruitment and the majority of which formed the Reserve. However, the military education and training system had to be changed when The Republic of Slovenia entered the international security organizations and established professional military forces supplemented by contracting reserve. The changes were made in connection with the existing public educational system as such a small military force as SAF with reduced financial funds could not afford a special educational and training system for the SAF only. Every system should thus be assessed and its adequacy estimated from the viewpoint of supporting organization and from its goals. And as the objective of the SAF is to become a small, highly skilled and specialized organization it is necessary to lay down principles and standards which would form the base for its functioning. National professional qualifications are not only base standards for a professional skilled worker in the SAF but also an equally competitive profession on the human resources market. The military education and training system enables individuals acquire professional qualifications which are the basis for a successful SAF as a whole.Keywords:military education, military training, national professional qualifications, military profession
