Abstract:Preoblikovanje zveze NATO in njenih držav članic je neprekinjen proces, ki je usmerjen predvsem v razvoj ustreznih skupnih zmogljivosti. Robustne oborožene sile zveze NATO in njenih držav članic so bile že pred dobrim desetletjem zamenjane z lahkimi in okretnimi enotami, ki naj bi se bile zmožne prilagajati novim nalogam. Zgolj številčno prilagajanje enot in poveljstev, kot odziv na sodobne grožnje, ne zadošča več za učinkovito izvajanje njihovega poslanstva. Proces zagotavljanja novih zmogljivosti je danes veliko bolj kot v preteklosti usmerjen v miselne procese. Tudi Slovenska vojska se ne more izogniti spremembam, ki jih narekujejo strateški cilji Republike Slovenije ter potrebe ostalih držav članic zveze NATO in njenih partnerjev. Republika Slovenija s prevzemom zavez o oblikovanju in sodelovanju v večnacionalnih NATO zmogljivostih aktivno sodeluje v procesu preoblikovanja zavezništva. Po koncu silovitega širjenja konvencionalnega oboroževanja v 80 letih prejšnjega stoletja smo danes priča prodoru obrambnih doktrin, ki se usmerjajo na odvračanje in preprečevanje nastanka asimetričnih groženj. To pa je seveda zelo zahtevna naloga v okviru katere zmogljivosti oboroženih sil predstavljajo sestavni del usklajenih naporov mednarodne skupnosti za doseganje miru. Eden od delčkov tega mozaika je predstavljen tudi v tej nalogi.

Language:EnglishAbstract:Transformation of NATO and its member states is an ongoing process, primarily directed towards development of appropriate joint capabilities. Already more than a decade ago, robust armed forces of NATO and its member states were replaced by light and flexible units capable of adapting to new tasks. However, the mere quantity-based adaptation and transformation of units and in response to contemporary threats is no longer sufficient for effective implementation of their missions. Therefore, today the process of providing new capabilities focuses on mental processes more than in the past. Obviously, the Slovenian Armed Forces are also subject to changes dictated by the strategic goals of Republic of Slovenia and the needs of other NATO member states and their partners. By taking on the commitments on building and participating in multi-national NATO capabilities, the Republic of Slovenia has been actively involved in the Alliance transformation process. Since the end of the extensive proliferation of conventional weapons in the 1980s, we have witnessed an increased expansion of defence doctrines addressing deterrence and prevention of the emergence of asymmetric threats. This is, no doubt, a highly demanding task, whereby the capabilities of the armed forces form a ingredient part of comprehensive coordinated efforts of the international community toward peace.
