This post-Cold War trend, however, did not affect all European states uniformly; some continued to develop their conscription systems, while others have reinstated them in response to deteriorating security conditions. Consequently, the conscription system in Europe has not merely been preserved, but has in recent years undergone significant transformation, modernization, and mutual adaptation – responding both to the needs of the armed forces and to the needs and expectations of young people. In a context of social and value transformations, increasing individualization, and weakened social cohesion, young people are increasingly confronted with a dilemma between fulfilling collective obligations and pursuing continuous personal development. This article contends that convertibility – the capacity to apply acquired competencies across multiple domains – serves as the central mechanism for navigating this dilemma. Drawing on the concept of convertibility, the study examines social perceptions with regard to which competencies are considered transferable and why, as well as the potential individual value of conscription for young people, particularly in terms of aligning institutional incentives with utilitarian motivations. | Ključne besede: | military service, competency transfer, military, defence |
