Abstract:Plačni sistem javnega sektorja v Sloveniji vključuje več kot 170.000 zaposlenih, za katere se letno nameni več kot štiri milijarde evrov. V prispevku predstavljamo, kako je s pomočjo zakonodaje o dostopu do informacij javnega značaja te podatke mogoče pridobiti ter na njihovi podlagi izvesti različne analize, na primer gibanja plač, analizo plačnih dodatkov, vpliva vodstvenih sprememb na plače, analizo napredovanj. Ti podatki omogočajo različne simulacije, ki so lahko podlaga za učinkovitejše plačne reforme ter različne reorganizacije. Na koncu prispevka je prikazanih še nekaj primerov analize podatkov, ki lahko izboljšajo odločanje, učinkovitost in transparentnost v javnem sektorju.

Language:EnglishTitle:Data analysis for better decision-makingAbstract:The public sector salary system in Slovenia includes over 170,000 employees, for whom more than 4 billion euros are allocated annually. In this article, we present how, with the help of legislation on access to public information, this data can be obtained and how various analyses can be carried out on its basis. With the data about salaries of civic servants, we can analyse salary trends, analysis of salary supplements, impact of management changes on wages, analysis of promotions, etc. These data enable various simulations that can be the basis for more effective wage reforms and various reorganizations. At the end of the article, several more examples of data analysis that can improve decision-making, efficiency and transparency in the public sector are also presented.Keywords:salary system, public sector, transparency, data analysis
