Abstract:V Slovenski vojski smo v minulih letih uskladili in izdelali akte iz področja zagotavljanja varnosti na vojaških vadiščih, streliščih in poligonih (VVSP). Sedaj imamo dva ključna akta, ki opredeljujeta varnost na VVSP in to sta Navodilo za streljanja v SV (Navodilo) ter Pravilnik za zagotavljanje varnosti na VVSP (Pravilnik). Potrebno pa se je zavedati, da sta to tako imenovana živa dokumenta. Zahtevata neprestano izobraževanje, spremljanje aktivnosti na VVSP, analize in po potrebi tudi popravke. Za potrebe zaključne naloge smo se osredotočili na Pravilnik, ki je neposredno, praktično orodje za zagotavljanje varnosti. Ključni pojem za zagotavljanje varnosti je vedno človek. Vendar pa Pravilnik predvideva, da je človek-pripadnik oboroženih sil, ki izvaja aktivnosti na VVSP, usposobljen za izvedbo. Zato se Pravilnik osredotoča na balistično obnašanje streliva in orožja ter fizikalne lastnosti po udaru v cilj oziroma teren. Na področju balistike ni zelo velikih novosti pri večkrat preizkušenem strelivu in orožju. Zato pa so novitete pri obnašanju po udarih na cilj ali teren. Te novitete so podlaga tudi za spremembe Pravilnika v tistih točkah, ki se nanašajo na zmanjševanje daljav leta projektila po izstrelitvi, na podlagi teoretičnih balističnih lastnosti projektilov in orožja. Ta zaključna naloga je obravnavala možnosti sprememb, ki se nanašajo na zmanjševanje nevarnih con (NC) na podlagi probabilističnega načina določanja velikosti NC in pa odvisnost velikosti NC od števila moštva in porabe sredstev za zagotavljanje omejevanja dostopa v področje NC.

Abstract:In Slovenian Army, we put together some legal documents (regulations and pamflets) for safety procedures on ranges. At this moment, we have two main documents, Armed forces regulations and Pamphlet. But those documents are so called live documents. They demand ongoing education, supervising, analizing and in case of need, corrections. For the need of this paper, we focused ourselves on Pamphlet, which is direct, practical tool for safety enforcement. Key point is always human being. But Pamphlet predict, that all members of armed forces training on ranges, are well trained in safety and tactical procedures. Based on that prediction, Pamphlet is focused on ballistic behaviour of projectiles and weapons and physical features after hitting target or terrain. On ballistic side of science there are no huge new discoveries about long time used ammunition. But, there are new projectile behaviours after hitting in target or terrain. And based on that, the Pamphlet needs to be updated in bullets, where it talks about deviations and probabilistic way to decreasing safety danger zones (SDZ). This paper explored if there is a possibilty, wheather SDZ could be smaller as it stands in Pamphlet at the moment and in comparison with that, how is that decreased SDZ related to means needed for blocking entrance in to the SDZ.
