Abstract:Izvajanje nadzora in varovanja zračnega prostora nad ozemljem Republike Slovenije je osnovno poslanstvo in naloga 16. Centra za nadzor in kontrolo zračnega prostora Slovenske vojske (16. CNKZP). Center izvaja naloge skladno z veljavnimi standardi in predpisi za delovanje SV in obsega nadzor in zaščito zračnega prostora Republike Slovenije. Center je polnopravni del Natovega sistema kolektivne zračne obrambe (NATO Integrated Air and Missile Defence - NIAMD). Pri izvajanju nalog Center aktivno sodeluje s Kontrolo zračnega prometa Slovenije, ki je javno podjetje, in je nosilec dovoljenja za izvajanje navigacijskih služb zračnega prometa v Republiki Sloveniji. Sodelovanje s podjetjem (Civilnovojaško sodelovanje1) je za uresničevanje poslanstva in pri izvajanju vsakodnevnega operativnega dela Centra ključnega pomena. Kontrola zračnega prometa Slovenije ima preko sistema pridobivanja potrebnih kompetenc za licenciranje operativnega osebja nadzora in kontrole zračnega prostora (s strani Vojaškega letalskega organa) neposreden vpliv na delo operativnega osebja Centra, saj izvaja del usposabljanja operativnega osebja nadzora in kontrole zračnega prostora. V nalogi predstavljam možnost organiziranja in izvedbe dela učnega programa operativnega osebja nadzora in kontrole zračnega prostora v izvedbi enote za usposabljanje Centra, ki poveljniku Centra in Slovenski vojski zagotavlja orodje za ugotavljanje ravni usposobljenosti enote in operativnega osebja. Trenutno v delnem obsegu izvaja usposabljanje za potrebe licenciranja kadra javno podjetje, čeprav bi, po mojem mnenju, lahko bilo v domeni SV.

Language:EnglishAbstract:Airspace surveillance and defence with execution of air policing tasks is a primary mission for 16. Airspace surveillance and control centre of Slovenian Armed Forces. Centre is executing its daily tasks in compliance with valid standards and regulations of Slovenian Armed Forces, including airspace surveillance and defence over the territory of Republic of Slovenia. Control and Reporting Centre is fully integrated in NATO Integrated Air and Missile Defence (NIAMD). For mission execution Centre daily cooperates with Slovenia Control Ltd., public company, authorized as Air Navigation Service Provider in the Republic of Slovenia. Cooperation with public company (civil-military cooperation) is essential for mission accomplishment and everyday operational work of the Centre. Slovenia Control Ltd. has direct influence on operational personnel of the Centre through the system of required competences needed for issuing operational personnel licenses (issued by Military Aviation Authority), with a part of required operational personnel training being provided by company's certified school. In the following text I am going to present the possibility of organization and execution of previously mentioned training by training unit of the Centre, which presents for the Commander of the Centre and Slovenian Armed Forces a tool for analyzing level of unit's operational readiness. Currently a part of required training for needed competences of operational personnel for license issue is provided by public company, which in my opinion could be organized and executed within the Slovenian Armed Forces.Keywords:civil-military partnership, 16. airspace surveillance and control centre, air traffic control - Slovenia control Ltd., military aviation authorities, training unit, airspace surveillance and control operational personnel
