Eight months of war in Ukraine

Opis: There are three major dimensions which justify a closer examination when looking at the implications for the development of armed forces from lessons from the war in Ukraine: the strategic, conceptual/doctrinal, and capability development dimensions. Nuclear deterrence capabilities, as well as alliances, turned out to be paramount multipliers at the strategic level. Doctrinally, a comprehensive understanding of hybrid warfare should trigger a capability development, not only fuelled by likelihood but also by considering the most dangerous courses of action. Finally, capabilities should be generated, provided and trained for what they are planned to be employed for. A robust and capable command and control architecture is paramount in order to compensate conventional asymmetry and act decisively and successfully.

Managing ethical risks in military education

Opis: This article deals with the interconnection and conditionality of ethics and scientific research. It describes the different types and causes of unethical actions, which it classifies into groups, as well as the approaches to the management of unethical acts, focusing on the situation in the Slovenian scientific area. The article goes on to discuss the situation after the establishment of a National Military College in the military education system, and describes a unique way of managing ethics in a military organization and the suitability of applying the same in military education. After an analysis of the experience to date, the similarities and differences between the military and civilian education systems in the field of ethical risk management are explained.

Military and ethics

Opis: Ethics is an important element of military professionalism, and a factor in military work and behaviour, especially during operations. Studies and surveys show that ethical military leaders are crucial in promoting ethical conduct within the armed forces. This article presents the work of the Science and Technology Organization’s research team on Factors Affecting Ethical Leadership, which focuses on the study of military ethics, ethical education and training, national practices of teaching ethics in the armed forces, the documentation of relevant ethical cases, and surveying the opinions of military personnel with regard to ethical military leadership.

Securing autonomy of military barracks through renewable energy solutions

Opis: This article presents a concept of establishing a network of energy self-sufficient nodes in Slovenia and the EU, within the Defence RESilience Hub Network in Europe project initiated by the Ministry of Defence of Slovenia (MORS). The goal is to reduce the energy dependence of military facilities on external suppliers. A mathematical model of a military site’s micro-grid incorporates multiple energy vectors and their conversion and storage, with a focus on hydrogen technologies. A case study of a military site in Belgium shows that an energy system with solar and wind power can provide sufficient hydrogen for transportation needs and operate the site autonomously for up to 30 days. Additionally, the carbon footprint of the military base as an energy system was calculated, indicating potential reductions in environmental impacts.

20 years of the Republic of Slovenia in Nato: some impressions about a tiny part and the whole

Opis: Smart states, through alliances, synergistically enhance the capacity, readiness, responsiveness, resilience, sustainability and interoperability of their instruments of national power. NATO is constantly continually responding in a multidimensional way to changing security threats and operational circumstances, including by updating and upgrading concepts, plans and measures. The Alliance is also an opportunity for self-reflection; not to judge in retrospect, but to prevent mistakes in the future. We need to discuss honestly why we might be elsewhere, as had been desired and planned, but at the same time, despite our small size, we could be more courageous in pursuing different and original solutions.
