Joint civil-military interaction as a tool in responding to hybrid threats

Opis: The current focus on hybrid threats and asymmetric warfare can seem little more than a return to the past. How far into the past should we go to recognize this truth? Many doctrines and theories from the Industrial Age are not valid today. We need to move closer to the algorithm as a guide to action rather than remaining stuck using a static paradigm. Joint Civil-Military Interaction is one option offering an open security code, combining experts and expertise on demand and on time. We must unite our efforts, and improve international mechanisms of crisis management to respond faster, more accurately, and more efficiently. Geography no longer provides security. In a crisis, it does not matter from which direction the threat comes. We are all in the same boat or on Spaceship Earth.

Eight months of war in Ukraine

Opis: There are three major dimensions which justify a closer examination when looking at the implications for the development of armed forces from lessons from the war in Ukraine: the strategic, conceptual/doctrinal, and capability development dimensions. Nuclear deterrence capabilities, as well as alliances, turned out to be paramount multipliers at the strategic level. Doctrinally, a comprehensive understanding of hybrid warfare should trigger a capability development, not only fuelled by likelihood but also by considering the most dangerous courses of action. Finally, capabilities should be generated, provided and trained for what they are planned to be employed for. A robust and capable command and control architecture is paramount in order to compensate conventional asymmetry and act decisively and successfully.

Putin's dilemma: Russia and the Slavic dimension of Nato enlargement

Opis: The potential weaponization of Slavdom is a poorly researched topic in the literature on hybrid warfare, despite the Slavic dimension of NATO after several rounds of enlargement. Part of the reason is the traditionally reserved attitude of Russian authorities to the Slavic idea, which runs counter to the idealized supranational character of Russia and can incite domestic ethnic populism. Even though Moscow has not used this instrument so far, the historical record shows that it could do so at a later stage if its very existence is at stake. The instrumentalization of Slavic identity therefore requires attention, not only as an impending threat, but also as a potential catalyst for change on the Russian side.

Avoiding a ‘Digital 7 October’

Opis: On 7 October, 2023, the Palestinian militant group Hamas launched a massive combined offensive against Israel. Concurrent with the kinetic attacks, various cyber threat actors attributed to Hamas, Hezbollah, Iran, and Russia initiated cyberattacks targeting Israeli information systems across commercial, industrial, and governmental sectors. This paper analyses these cyberattacks, as well as Israel's cybersecurity countermeasures. Key findings indicate that while Israel was able to withstand the »Digital 7 October« onslaught from cyber attacker, the attacks demonstrated the potential to significantly impact and damage different institutions; the need for a fundamental shift in defining cyber defence and resilience, especially regarding the civil society and infrastructure, in Israel and worldwide.
