Abstract:Logistika ima v Slovenski vojski poseben položaj, ki si ga vsak posameznik razlaga po svoje. Pomeni skupek aktivnosti, ki jih koristijo drugi za svoje delovanje. Torej ni sama sebi namen, ampak je odločilna podlaga za delovanje operativnih enot pri svojem osnovnem poslanstvu. Če ima logistika težave z zagotavljanjem osnovnih življenjskih potrebščin, ni nikakršnih osnovnih možnosti delovanja tako v civilnem kot v vojaškem okolju. Oskrbovanje logistike se navezuje na več virov in je močno prepleten sistem delovanja kadra in materialnih zmožnosti okolja v času v katerem deluje. Novi izziv za logistiko so prisotni vsak dan in jih je s tendenco povečevanja aktivnosti, čedalje več. Že dalj časa se sprašujem, kako so logistiko pojmovali v bližnji in daljni preteklosti. Prve odgovore sem dobil ob prebiranju knjige g. Prebilič-a Vojaška logistika. Nekaj mojih povzetkov iz te knjige predstavljam v prvem poglavju. V tem poglavju sem za primer opisal tudi nekaj mojih spoznanj delovanja Jugoslovanske ljudske armade. V nadaljevanju sem se lotil dokumentiranja izvajanja generalnih pogodb za oskrbovanje in vzdrževanje letalsko tehničnih sredstev. Ta del naloge opisuje postopke pri vsakodnevnem poslovanju z zunanjimi izvajalci pogodb. Navajam tudi nekaj primerov iz katerih smo se učili in dopolnjevali naše znanje. Vse izkušnje se ne morejo preliti na papir, to poglavje jih obravnava nekaj težjih in bolj značilnih. Zadnje poglavje je bolj zahtevno, je mogoče tudi manj zanimivo za branje, vendar je zelo pomembno za bližnjo prihodnost izvajanja logistike v SV. Nova zakonodaja, ki je v pripravi za sprejem na obrambnem področju, je obsežna takopo področju, ki ga obravnava, kot tudi po vsebini, ki jo zajema. Moj namenje bil, seznaniti se s predlogom in narediti primerjavo za nivo izvajanja pogodb, ki bodo podlaga za nove postopke in nove pogodbe z dobavitelji. Vprašanje ki se mi poraja, je kakšni bodo vplivi na izvajanje pogodbe po sprejemu zakonodaje, saj naj bi dobavitelji pridobili nekaj več pravic, naročnik pa bolj zahtevne postopke pri izbiri ponudnika. Zakonodaja biže morala biti sprejeta konec avgusta leta 2011, vendar je še v fazi pridobivanja mnenj kasnejših uporabnikov. Vendarle nismo s tem v Sloveniji nič boljši ali slabši kot drugje v EU, saj navajam tudi dežele, ki imajo zamudopri sprejemu te zakonodaje.

Language:EnglishAbstract:Logistics has a special position in the Slovenian Armed Forces, and each person interprets it on their own way. It means a set of activities that benefit others for their actions. Logistics is basis for the functioning of the operating units in its primary mission. If the logistic has difficulties with providing basic life necessities, there are no basic options to working in civil and military environments. Supply logistics is related to several sources and is highly intertwined system of personnel and material capacity of the environment at the time in which it operates. The new challenges for thelogistics are present every day and by the trend toward higher activity, there are more and more. I am wondering for a long time how the logistics is conceptualized in the near and distant past. I got first answers when I was reading the book Mr. Prebilič Military logistics. Some of my summaries of thisbook I represent in the first chapter. In this chapter, for example, I described my knowledge of the Yugoslav People's Army. Below I set about documenting the implementation of the general contracts for the supply and maintenance of aircraft technical resources. This part describes the tasks of everyday business processes with external contractors. I wrote a few examples from which we have learnt and supplemented our knowledge. All experiences cannot be coated on paper, this section deals with some of the heavier and more significant ones. The last chapter is more complex, it also can be less interesting to read, but it is very important for near future of implementation of logistics in the SAF. New legislation, which is being prepared for adoption in the defence field, is extensive as in the field whichit deals as the content of being covered. My purpose was to acquaint withthe proposal and make it to compare for the level of treaty, which will bebasic for new procedures and new contracts with suppliers. The biggest finding is that the procedures will be more complex than now, because suppliers obtain a few more rights and more demanding client implementation and the choice of provider. The legislation would already have been adopted since the end of August 2011, but is still in the process of acquiring subsequent user opinions. However, we are not better or worse in Slovenia than anywhere else in the EU, and also countries that I have delayed have the adoption of this legislation.Keywords:public procurement, defense procurement, law, logistics, military, nursing, financial resources, personnel, procedures
