Abstract:V prispevku obravnavamo kognitivno delovanje in kognitivno bojevanje v Natovi strategiji in doktrini. Izpostavljamo kompleksne grožnje v sodobnem mednarodnem varnostnem okolju, ki zahtevajo prilagoditev strategij in doktrin. Poudarjamo, da je razvoj kognitivnega delovanja in kognitivnega bojevanja v strateškem okolju in mednarodnih odnosih, v katerih se krepi paradigma realizma in naraščajo težnje po spremembi svetovnega reda, pomembno za zagotavljanje nacionalne varnosti in stabilnosti. V povezavi z obravnavano tematiko proučujemo različne teorije vojne, vključno s klasičnimi teorijami Sun Tzuja in Carla von Clausewitza, evolucijskimi teorijami Michaela Howarda in J.F.C. Fullerja ter sodobnimi teorijami psihološke vojne in kognitivnega bojevanja, ki jih razvijajo avtorji, kot so Bernard Claverie, François du Cluzel in Alonso Bernal. Pri analizi Natove strategije in doktrine kognitivnega delovanja ugotavljamo, da napredek na tem področju vodi k oblikovanju koncepta kognitivnega bojevanja, ki temelji na integraciji naprednih tehnologij. V prispevku predstavimo, da smo v obsežni zaključni nalogi na generalštabnem šolanju s primerjalno analizo med Natom in Slovensko vojsko na obravnavanem področju ugotovili, da Slovenska vojska zaostaja pri implementaciji kognitivnega delovanja in kognitivnega bojevanja v strategiji in doktrini, ter podali predloge za izboljšave, ki bi okrepile tovrstne zmogljivosti v Slovenski vojski.

Language:EnglishTitle:Cognitive operations and cognitive warfare in NATO strategy and doctrineAbstract:This article examines cognitive operations and cognitive warfare within NATO‘s strategy and doctrine. It highlights the complex threats in the modern international security environment which demand adaptations of strategies and doctrines. We emphasize that the development of cognitive operations and warfare in a strategic context and international relations—where the paradigm of realism is strengthening and aspirations for altering the global order are rising— is critical for ensuring national security and stability. In relation to this topic, we explore various theories of war, including classical theories by Sun Tzu and Carl von Clausewitz, the evolutionary theories of Michael Howard and J.F.C. Fuller, and contemporary theories of psychological warfare and cognitive warfare as developed by authors such as Bernard Claverie, François du Cluzel, and Alonso Bernal. Our analysis of NATO’s strategies and doctrines in the field of cognitive operations reveals that progress in this area is leading to the formation of the concept of cognitive warfare, which is grounded in the integration of advanced technologies. In this paper, we also present findings from an extensive final thesis at the General Staff Course, where a comparative analysis between NATO and the Slovenian Armed Forces on the topic revealed that the Slovenian Armed Forces are lagging behind in the implementation of cognitive operations and warfare within their strategy and doctrine. We provide recommendations for improvements to strengthen these capabilities within the Slovenian Armed Forces.Keywords:cognitive operations, cognitive warfare, strategy, doctrine, offensive realism
