Abstract:Slovenska vojska je vpeta v zagotavljanje čim bolj varnega okolja tudi s sodelovanjem v različnih mirovnih operacijah. Njen največji prispevek v North Atlantic Treaty Organization (NATO) je sodelovanje za ohranjanje miru Joint Enterprise na Kosovu, v velikosti motorizirane čete. Predno se enota pošlje na mirovno operacijo in misijo (MOM) mora skozi različne faze. V začetni fazi, je največji poudarek na usposabljanju, dobrem načrtovanju in izvedbi. V tej fazi mora enota doseči zahtevan nivo usposobljenosti za delovanje v okviru NATO sil. Druga faza je izvedba mirovne operacije in vzdrževanje pripravljenosti čete in tretja povratek enote domov, njena reorganizacija in konsolidacija. V nalogi smo se ukvarjali z vlogo poveljnika čete v pripravi in izvajanju mirovnih operacij. Postavili smo si tri hipoteze (H-1: Predvideni postopki za pripravo na mirovno operacijo omogočajo pravočasno pripravljenost in usposobljenost za izvedbo poslanstva H-2: Aktivna vloga poveljnika čete v vseh fazah in njihova povezava je ključna za dobro pripravljenost enote. In H-3: Izbor kadra za napotitev na mirovno operacijo v veliki meri ni odvisen od poveljnika čete, kar pa lahko vpliva na končno pripravljenost enote). Hipoteze smo preverjali z analizo ključnih dokumentov, izdelanih za delovanje Slovenskega kontingenta (SVNKON) v mirovnih operacijah in za izvajanje usposabljanja enot ter z izvedbo ankete med poveljniki čet, namestniki poveljnikov čet, poveljniki vodov ter štabnimi častniki, ki so sodelovali pri usposabljanju moštva, ki se je pripravljalo na odhod v mirovno operacijo. Hkrati smo predstavili tudi lastne ugotovitve, pridobljene z osebno izkušnjo sodelovanja v slovenskem kontingentu 41 v Kosovo Forces (SVNKON 41 KFOR). Ugotovili smo, da je vloga poveljnika čete v vseh fazah cikla delovanja SVNKON izredno pomembna, še posebej v času priprav, ko je potrebno zagotoviti primerno usposobljenost celega kontingenta in v kateri poveljnik čete pripravlja svojo enoto za uspešno realizacijo poslanstva v sami operaciji.

Language:EnglishAbstract:The Slovenian Army is involved in ensuring the safest possible environment also by participating in various peacekeeping operations. Its largest contribution to NATO is the Joint Enterprise Peacekeeping Cooperation in Kosovo, the size of a motorized company. Before the unit deploys to the Peace Support Operation, it must go through various stages. In the initial phase, where the greatest emphasis is on training, good planning and implementation, the unit must achieve the required level of capability to operate within NATO forces. The second phase is the implementation of the peacekeeping operation and the maintenance of the readiness of the company, and finally the return of the unit home, its reorganization and consolidation. In all this, a very important role is played by the company commander, with his active role in planning the implementation of training, setting high standards and responsibility for the readiness of the company, to perform such an important task as a peacekeeping operation and mission. We established 3 hypotheses (H1: Assigned training schedule enables timely readiness to perform assigned mission, H2: Active role of Company commander in all phases is critical for units readiness, H3: Selection of troops deployed is not reserved for Company commander which can affect units final readiness.) We evaluated the hypotheses by analysing key training documents for Slovenian contingent and by a survey among Company commanders, company XOs, platoon commanders and staff officers that participated in the process of training prior to deployment on a peacekeeping operation. We also presented our own findings that we gathered during personal involvement in Slovenian Contingent 41 in Kosovo Forces (SVNKON 41 KFOR). Our findings show that the role of Company commander is crucial in all phases of the deployment cycle, especially in the training phase where Company commander ensures that his company is ready to carry out the assigned mission in the operation.Keywords:preparations, planning, training, peacekeeping operation and mission, company commander
