Title:Zakonska ureditev uporabe brezpilotnih sistemov v slovenskem zračnem prostoru : zaključna naloga

Abstract:Slovenska vojska že dalj časa namerava v operativno uporabo vpeljati novo zmogljivost brezpilotne sisteme (BPS) za potrebe bataljonske bojne skupine z namenom taktičnega izvidovanja in opazovanja iz zraka ter prenosa podatkov v realnem času. Odločitev za uvedbo in uporabo brezpilotnih letal kratkega dosega je bila prvič opredeljena v Srednjeročnem obrambnem programu 2005 % 2010 (SOPR, št. 802-00-1/2004-89, z dne 22. 6. 2005). Ker zakonodaja ne opredeljuje uporabo brezpilotnih sistemov v slovenskem zračnem prostoru sem v zaključni nalogi preučil veljavno zakonodajo in priporočila mednarodnih institucij, ki urejajo področje brezpilotnih sistemov. Analiziral sem operativni priročnik letalskih enot slovenske vojske, ter uveljavljen koncept trenutne ureditve vojaškega letalstva uporabil za izdelavo predloga poglavja OPLESV, ki bo opredeljevalo ureditev področja uporabe BPS. V predlogu poglavja bom določil splošna pravila za varno izvedbo operacij, certifikat plovnosti in razložil koncept usposabljanje na brezpilotnih sistemih.

Abstract:The Slovenian Armed Forces has been intending for a long time to introduce the new capacity of Remotely Piloted Aircraft Systems (RPAS) in the operational use for necessity of Motorized Infantry Battalion Group in the purpose of tactical reconnaissance and surveillance from the air and transfer data in real time. The decision of introducing the short-range Remotely Pilot Aircraft System was first identified in the Medium-Term Defense Program 2005-2010, No. 802-00-1/2004-89 of June 22nd, 2005. Because our legislation does not specify use of Remotely Piloted Aircraft System in Slovenian airspace I examined the applicable legislation and recommendations of international institution which governing the field of Remotely Piloted Aircraft Systems. I analyzed the Operational Manual of Slovenian Air Forces and the established concept of the current military aviation concept used for the proposal of new chapter in Operation Manual that will characterize the regulation of RPAS. The draft chapter will lay down common rules for RPAS safe operation, the certificate of airworthiness and explain the concept of training on RPAS.
