Title:	Analiza učinkov uvedbe nove rešitve za upravljanje z dokumentarnim gradivom na MORS : magistrsko delo

Abstract:	Namen magistrskega dela je raziskati in prikazati učinke uvedbe nove rešitve za upravljanje z dokumentarnim gradivom. Uvedba je bil obsežen projekt, tako za sistemske administratorje, kot za uporabnike na vseh nivojih, saj je izdelana na podlagi specifičnih zahtev organizacije. K raziskovanju sem pristopil na tri načine, najprej z vprašalnikom, kjer so respondenti odgovarjali na osem vprašanj zaprtega tipa in eno odprtega tipa, katerega rezultate sem raziskal ločeno, ter kot zadnje sem preučeval zakonodajo, ki usmerja delo na tem področju. Najbolj pomembne ugotovitve se nanašajo na uporabnika kot primarni element v sistemu, ki vrednoti svoje delovno okolje in na delo z dokumenti s stopnjo tajnosti. Ugotovitve kažejo, da zakonodaja predstavlja eno pomembnejših področij, ki trenutno ovirajo popolno elektronsko poslovanje, sledi ji trenutno še neprilagojeno tehnično področje ter eksterni poslovni subjekti organizacije, kateri uporabljajo drugačen način poslovanja, oziroma pristop k temu poslovanju. Ugotovitve tega raziskovalnega dela lahko koristijo obravnavani organizaciji pri nadaljnjem načrtovanju aktivnosti, saj ta dokument predstavlja konkretno povratno informacijo od zaposlenih. Koristi lahko tudi drugim organizacijam kot vodilo ali v nekaterih primerih kot 'navodilo za uporabo'.

Abstract:	The purpose of my master thesis is to explore and demonstrate the effects of the implementation of a new solution for document management, which was a large-scale project for system administrators and users at all levels designed on the basis of specific requirements of the organization. In the research I used three different approaches. I started with a survey questionnaire asking respondents to answer eight closed questions and an open-ended one. I analyzed the results separately and examined corresponding legislation in detail as well. The most significant results of the research relate to the user as a newly implemented systemʼs primary subject who evaluates its working environment and to handling documents with classified content. Research results indicate that legislation currently represents one of the major barriers to complete electronic document management. Its development is also hindered by unadjusted technical field and external business partners using different business approaches. My research findings may prove effective to the organization discussed in the thesis when planning future activities as they present an evident feedback from employees. Furthermore, they can usefully serve other organizations as a guide or in some cases even as a "user manual".
