Analysis of the armed conflict: a case study of Lord’s Resistance Army

Abstract: One of the longest-running terrorist groups on the African continent is the Lord’s Resistance Army, originating from Uganda. Using the Christianity combined with local animism and Islam as the basis of their ideology and focusing at first on the protection of the Acholi people, this group evolved from fighting their enemies to oppressing their own people. Initially an internal conflict, the activities of the Lord’s Resistance Army spread throughout the region through a proxy war between neighbouring countries, until eventually international intervention was called for. Based on the Conflict Assessment Framework, combined with other methods, this armed conflict is analysed, showing the progress of the conflict through the time.

The impact of the War in Ukraine on the information security of the European Union’s banking industry – a case study of Hungary and Slovakia

Abstract: This study investigates, for the first time, the impact of the war on the information security of the EU’s banking industry. This domain is critical, as i) a significant cyber incident may lead to the financial and political instability of the Member States, and ii) the efficiency of the financial sanctions adopted by the EU depends on the appropriate operation of the EU’s banking systems. Qualitative methods were used in the study; relevant literature and publicly available sector specific data were analysed, and senior information security experts from Hungarian and Slovakian banks were interviewed. The results underpin the fact that banks in the EU are facing an exceptionally high level of cyber risk; the paper attempts to provide actions responding to these risks to keep the banking industry secure.

Proxy war: its philosophy and ethics

Abstract: Since the Second World War, proxy war has become one of the most widespread forms of war. One recent example, the war of Ukraine and its supporters against Russia, is being fought close to Europe. Although the theoretical features of proxy war in general have been researched in recent decades, the character of proxy war has changed since that time, which makes it necessary to study these features again. This article examines the concept of proxy war, and the ethical and particularly the justice-related implications of that concept, with the help of military philosophical and military ethical enquiry, and finds that the new style proxy relationship contains the satisfaction of the interests of the supporter and the supported at the same time, which, however, can hamper the consolidation of the conflict and reaching a lasting peace.

Ukrajina - put u rat

Abstract: Vanjska politika Ruske Federacije prema Ukrajini za vrijeme Putinova mandata ključno je obilježena odnosima NATO-a i Rusije te NATO-a i Ukrajine. Poslije se u te odnose uključio i EU. Prekretnica u vanjskoj politici Rusije prema Ukrajini nastupa na početku ukrajinske krize 2014. godine. Tada se Rusija okreće agresivnijoj vanjskoj politici prema Ukrajini, što je konačno eskaliralo ratnim sukobom na početku 2022. godine. Ključni cilj ruske vanjske politike, i prema Ukrajini i prema drugim bivšim sovjetskim republikama, njihovo je zadržavanje u ruskoj sferi interesa. U skladu s tim, dolazak NATO-a blizu ruskih granica RF je percipirao kao sigurnosnu ugrozu i prijetnju nacionalnim interesima. Svoje interese Rusija je nastojala ostvariti u najvećoj mjeri kroz meku moć, prijetnje i pritisak različitih oblika sve do 2014. godine, kada je uporabila i tvrdu moć. Ovakvim pristupom ona je izazvala poduzimanje odgovarajućih sankcija EU-a i drugih država usmjerenih prema ponajprije gospodarskom slabljenju Rusije. Međutim, nekako ispod radara i s mnogo manje osude svjetskih čelnika prošlo je preuzimanje kontrole nad ukrajinskim teritorijalnim cjelinama Doneckom i Luhanskom, koje su izvršili proruski separatisti uz veliku rusku pomoć 2014. godine. Te aktivnosti dogodile su se neposredno nakon provedenog referenduma o pripojenju poluotoka Krima državi Rusiji. Strateška važnost ovog poluotoka za Rusiju i Ukrajinu daleko nadilazi vojni kontekst te ima izravne posljedice na gospodarstvo i geopolitiku diljem svijeta. Stoga je sveobuhvatna analiza tih događaja prijeko potrebna za dalje razumijevanje budućih političkih scenarija. Predmetni diplomski rad ima korisnu vrijednost u razumijevanju ukrajinsko-ruskih odnosa kroz povijest pa sve do danas, ali i njihovih budućih odnosa. Na tom primjeru i iskustvima Ukrajine, pružaju se mogućnosti realnijeg sagledavanja načina na koji RF ostvaruje i štiti nacionalne strateške interese. Također se analiziraju složeni odnosi s tom državom, koja je svojim aktivnostima potaknula procese redefiniranja dosadašnjih globalnih geostrateških odnosa, kao i aktualne sigurnosne arhitekture. Iskustva pojedinačnih država (posebno velikih sila), ali i cjelokupne međunarodne zajednice, stečena na ovom primjeru, mogu biti važni u planiranju i realizaciji različitih političkih inicijativa u budućnosti. Odnosi Rusije i Ukrajine na početku 2022. godine dotaknuli su novo dno. Usprkos višemjesečnim tvrdnjama upućenima više puta cijelom svijetu o tome kako Rusija neće napasti Ukrajinu, ruska vojna invazija na ovu zemlju započela je 24. veljače 2022. godine.

Abstract: Ethics is an important element of military professionalism, and a factor in military work and behaviour, especially during operations. Studies and surveys show that ethical military leaders are crucial in promoting ethical conduct within the armed forces. This article presents the work of the Science and Technology Organization’s research team on Factors Affecting Ethical Leadership, which focuses on the study of military ethics, ethical education and training, national practices of teaching ethics in the armed forces, the documentation of relevant ethical cases, and surveying the opinions of military personnel with regard to ethical military leadership.

Managing ethical risks in military education

Abstract: This article deals with the interconnection and conditionality of ethics and scientific research. It describes the different types and causes of unethical actions, which it classifies into groups, as well as the approaches to the management of unethical acts, focusing on the situation in the Slovenian scientific area. The article goes on to discuss the situation after the establishment of a National Military College in the military education system, and describes a unique way of managing ethics in a military organization and the suitability of applying the same in military education. After an analysis of the experience to date, the similarities and differences between the military and civilian education systems in the field of ethical risk management are explained.
