Abstract:Obrambno planiranje je v širšem smislu sistem, proces in orodje za učinkovit in uspešen razvoj obrambnih zmogljivosti obrambnega sistema s ciljem zagotavljanja največje možne stopnje varnosti in obrambe. (predstavitev Vuk, 2018) Stopničenje je eno od ključnih načel obrambnega planiranja. Načelo, po katerem v procesu obrambnega planiranja, dokumenti, ki so po vsebini bolj podrobni in zajemajo krajše plansko obdobje, izhajajo iz dokumentov, ki so po vsebini bolj splošni in zajemajo daljše plansko obdobje, in po katerem izhaja operativno načrtovanje na obrambnem področju iz rezultatov obrambnega planiranja (načelo hierarhičnosti), (Pravilnik o planiranju v MO, 2012). MOM SV so obravnavano področje in mu sledimo v procesu obrambnega planiranja. Področju sledimo po hierarhičosti planskih dokumentov. Presojamo aktualo, začetno vhodno vsebino področja v kratkoročnem planskem dokumentu (Poslovni plan SV) in ugotavljamo ali izpolnjuje zastavljeni področni cilj. Naloge postavljene v poslovnem planu SV morajo slediti ukrepom, ključnim usmeritvam in ciljem srednjeročnega plana, ki izpolnjujejo pričakovanja Resolucije. Pravilno ovrednotenje nalog v poslovnem planu SV, zagotavlja verjetnost, da bo organizacija dosegla cilj in bo zmanjšala vpliv negotovosti v procesu njegove realizacije. Celoten proces načrtovanja mora opazovalcu dati jasno in nedvoumno sliko o tem, za kateri namen in v kakšni meri bodo odobrena načrtovana sredstva porabljena.

Language:EnglishAbstract:Defense planning in the broader context represents a system, process or a tool, for an efficient and on the other hand a successful development of the defense capability of the defense system with the goal to provide the highest level of safety and defense. (Vuk, 2018) Gradualism is one of the key principles of planning. After these principle documents on defense planning, that are more detailed and cover a shorter period of time, apply from documents that are regarding its content, more general and include a broader period of time. After these principles operative planning in the field of defense applies from results of defense planning (principle of hierarchy). (Pravilnik o planiranju v MO, 2012). Missions and operations of Slovenian army forces are considered to be our field of interest and followed in the process of defense planning. We are following the area in accordance with the hierarchy of planning documents. We are going to examine the actual, initial-entry content of the field in the short term planning document (business plan of the Slovenian army force) and determine whether the set goals will be pursued. The assignments set in the business plan of the Slovenian army force must follow measures, key directions and the medium-term goals which fulfill the expectations of the Resolution. The correct evaluation of the assignments in the business plan of the Slovenian army force provides likelihood that the organization will achieve their goals and reduce the impact of uncertainty in the process of their realization. The whole process of planning must give the observer a clear and unambiguous image for what purpose and to what extend the approved and planed assets will be used.Keywords:business plan, mission, medium-term, goal, measure
