Military family readiness

Opis: NATO encompasses a diverse multinational environment and wide-ranging social support systems as most families do not have the normal infrastructure support they are used to. Assignment to a NATO base presents a challenge as families navigate military life, a diverse culture and language of the host nation. Military community support and services may be particularly beneficial for military families due to the increased need of such support during deployments, separations, and relocations. The goal of this article is to review the existing literature and highlight the importance of community support, services, and state programs that foster family resilience while stationed overseas; and how these protective measures may be applied to all the families of the armed forces.

Joint civil-military interaction as a tool in responding to hybrid threats

Opis: The current focus on hybrid threats and asymmetric warfare can seem little more than a return to the past. How far into the past should we go to recognize this truth? Many doctrines and theories from the Industrial Age are not valid today. We need to move closer to the algorithm as a guide to action rather than remaining stuck using a static paradigm. Joint Civil-Military Interaction is one option offering an open security code, combining experts and expertise on demand and on time. We must unite our efforts, and improve international mechanisms of crisis management to respond faster, more accurately, and more efficiently. Geography no longer provides security. In a crisis, it does not matter from which direction the threat comes. We are all in the same boat or on Spaceship Earth.

Hungaryʼs legal efforts to strengthen climate resilience

Opis: It has become important for Hungary, like other countries, to have a proper background in order to adapt to extreme weather phenomena caused by climate change. Several legal and technical regulations have been developed recently as strategic answers to these challenges. The defence sector also takes part in this process, so this paper highlights the primary environmental risks concerning the military, and presents some possibilities for the armed forces to be %greener%, based on the example of the Hungarian Defence Forces. A small country such as Hungary, of course, cannot stop these unwanted global processes; the goal is to ease the consequences and adapt to the changes as much as possible in order to increase climate resilience.

The cognitive aspects of Europeʼs security and defence challenges

Opis: The European post-Cold War order was based on a pan-European consensus that democracy was the only source of legitimacy % until the Kremlin opposed the realization of a Europe whole, free and at peace with itself. There has been a paradigm change from cooperation to systemic competition. Russian revisionism poses the greatest security threat to Europe. The nature of the threat was realized rather late. The assault on the post-Cold War order was not just a classic war, which relies on hard power; instead, the war also took place in the cognitive sphere, which represents a particular challenge for open, democratic societies. Furthermore, it was also a normative assault. An effective response requires a mental shift and the strengthening of cognitive resilience as well as solidarity as the key foundations of security.

Protecting critical infrastructure and critical information infrastructure

Opis: Regardless of how you define critical infrastructure, and critical information infrastructure as part of it, these are elements necessary for the functioning, integrity and security of a digitised society. Mapping what is critical (information) infrastructure and assessing the risks and hazards to it is a first step towards protection, along with a risk decision to either mitigate, remediate or accept the risk. For the protection of critical (information) infrastructure it is necessary to coordinate efforts and collaboration between sectors, which are often interdependent. Public-PrivatePartnerships (PPP) and cooperation within organizations such as NATO and the EU are essential.

Cyber threats and security challenges in the Hungarian financial sector

Opis: In recent years an increasing trend has been observed with regard to the number of cyber-attacks in the banking industry, which demonstrates the importance of information security in this sector. The goal of the present case study is to gain a better understanding of information security within critical infrastructure protection by discussing the challenges and practices of the Hungarian financial sector. First, the sector’s essential services are identified. Then, the most current sector-specific cyber threats are described, based on data collected from the relevant literature and public authority reports. The final part presents a reasonably comprehensive overview of the key points of information security and best practices based on regulations, recommendations and standards.
