V osrednjem delu naloge sem predstavil kako globalizacija in globalni trg delovne sile vplivata na spremembe Slovenske vojske kot organizacije ter kaj to pomeni za posameznika, ki mora zadostiti novim pogojem dela, vse bolj kompleksnim in zahtevnim usposabljanjem ter pripravam za delovanje v tujini. Tukaj sem se osredotočil predvsem na podčastnika kot hrbtenico Slovenske vojske in njegov vse večji doprinos k uspešnosti in večanju njenega ugleda doma in v tujini. 3. Leashing the dogs of cyber warTatiana Jančárková, 2022 Abstract: States have increasingly been engaged in the development of cyber capabilities which can act across the full spectrum of effects. The structures competent to deliver these effects are usually institutionally tied to armed forces or intelligence services, or represent a mixture of the two. Both types of organizations are typically subject to strict oversight and control mechanisms due to the nature of their activities and their potential to impact on the constitutional foundations of a democratic state. Yet, there is limited research available on the respective national frameworks governing offensive cyber capabilities, and similarly little information on the applicable control mechanisms. This article provides an overview of the areas of oversight, explores the challenges related to cyber capabilities, and offers possible avenues for future research. Russian aggression on UkraineDamjan Štrucl, 2022 Abstract: The contemporary security environment is global, dynamic, and unpredictable, particularly in terms of providing cyber security and cyber defence. Numerous analyzes of Russian hybrid operations have shown that the Russian Federation is conducting a number of cyber operations to achieve its politically strategic goals. Despite such debates, the Russo-Ukrainian war represents a new turning point in the global security environment, as many non-state actors have become involved in the conflict and cyberspace has become a tool for implementing sanctions. 7. Military burden-sharing within the allianceŠpela Boc, 2022 Abstract: Fair burden-sharing within the Alliance has always been a divisive issue and disagreements between the allies over this problem have been regular occurrences. The paper presents various ways in which the allies approach burden-sharing in NATO, stressing the differences between »input« and »output« measures, and the fact that it is very difficult to establish an appropriate formula and method for fair burden-sharing between the states. Too much emphasis is still being placed on »investment parameters« or input measures, while other forms of contributions by allies are not given enough weight. Nevertheless, they are critical both in shaping the larger operational environment and in providing a strategic initiative short of war. As such, they are crucial for military strategists. Also, in most Western countries, the focus has been on defensive measures against opponents’ IO efforts. Such a defensive mindset is unlikely to succeed. 9. Challenges and prospects in urban warfareGuillermo López-Rodríguez, Daniel Montoya-Roldan, 2024 Abstract: The population living in cities around the world will increase in the next decades. Conventional military forces will deploy more in constrained areas where their high-tech capabilities are not an advantage. This research provides an analytical framework for understanding the main challenges of urban warfare for conventional forces. The analysis identifies the military organizational dimension, dual-use technologies as game changers, and the role of civilian population in urban environments as key factors. The conclusions provide some policy recommendations concerning training and communication strategies. The prospects of urban warfare will be defined by a combination of cognitive and kinetic actions. 10. World champions in trainingAnna M. Gielas, 2024 Abstract: Incidents of far-right extremism in the German Kommando Spezialkräfte Heer (KSK) have captured international headlines for years. The public outcry in Germany and the demand for change offered an opportunity to restructure not only the KSK but all German Military Special Operations Forces (GERSOF). This article contends that a substantial overhaul is necessary due to the numerous challenges that GERSOF face, but that momentum was lost due to the relations between the German government and key stakeholders, including the media. Informed by the Actor-Network Theory, the article explores these intricate relations, illustrating why the government squandered the opportunities to strengthen GERSOF as an element of national security and to reaffirm its commitment to its allies.
